Measure-Specific Supporting Files

RTF Operative Guidelines . At its January 2018 meeting, the RTF adopted updates to its Guidelines for estimating Savings, Costs, Non-Energy Benefits and Lifetime. These Guidelines describe how the RTF will judge whether the quality of the data and analytical methods are sufficient to produce reliable savings estimates. This included updates throughout all components of the Guidelines, with a focus on the Roadmap and Costs and Benefits. The RTF also approved a technical edit of the Guidelines to combine all volumes into a single document. This technical edit was completed in early May. Current Operative Guidelines

Standard Information Workbook.  The RTF's Standard Information Workbook (SIW) houses assumptions and data that are used across multiple measures and standard protocols.

Climate Zones. As a resource for utilities in the region, the RTF develops a methodology to help utilities select their appropriate heating and cooling zones.

Commercial Building Simulation Models.  These models were developed in Energy Plus and are specific to the Northwest region. The models are used to estimate savings from conservation measures and serve as the basis for the RTF's commercial HVAC interaction factors.

Simulation Models and HVAC Interaction Analysis

ProCost.  The ProCost model is the tool used by the RTF and the Council to characterize the costs and benefits of conservation measures and programs.
